Private Pay

If you have the funds to pay for home care services on your own, that is always an option. Many people prefer to exercise more control over how their care is provided by cutting out the insurance company or government programs and paying directly.

Can I get home care services if my income is too high for Medicaid?

  1. For those who do not qualify for Medicaid, Private Pay is always an option. Additionally, the PA OPTIONS Program is specifically designed for Pennsylvania residents age 60 and older who are not eligible for Medicaid but still need financial assistance to stay in their homes. There are also Veterans Benefits (like the Aid and Attendance benefit) that can help cover costs regardless of traditional Medicaid status

Private Health Insurance

Medicaid Waiver Programs

If you are already on Medicaid, we honor various waiver programs, including:

  • Act 150 Waiver – provides assistance for adults aged 18-59 who are mentally alert and have physical disabilities to perform activities of daily living
  • Aging Waiver – provides assistance and community-based support to residents over the age of 60 who want to remain in their homes
  • Attended Care Waiver – you may qualify if you require a nursing home facility level of care for a period of 12 months or longer and meet other requirements of the program
  • OBRA Waiver – those with developmental or physical disabilities can receive community-based support that allows them to live as independently as possible
  • COMMCARE Waiver – if you have been diagnosed with a traumatic brain injury, a waiver from COMMCARE can help you remain as independent as possible
  • Independence Care Waiver – residents aged 18-60 who have difficulty with three or more major life activities (self-care, use of language, learning, mobility, and more) and who meet financial requirements may qualify for this waiver

Does Medicare Cover The Cost of Home Care?

Standard Medicare generally only covers “medically necessary” home health services, such as skilled nursing or physical therapy, for a limited time. It typically does not pay for long-term personal care, such as help with bathing, dressing, or meal preparation. However, if you are enrolled in certain Medicare Advantage plans or have Medicaid as well (Dual Eligibility), you may have access to broader home care benefits.

How Long Does It Take To Get Approved for Financial Assistance?

The application process for Medicaid Waivers and MCO enrollment involves both a financial review by the County Assistance Office and a functional assessment by the Independent Enrollment Broker (IEB). This process can take anywhere from 45 to 90 days. Because of this timeline, we recommend starting the application as soon as you realize care may be needed.
